This report describes the rationale, approaches, organization, and resource development leading to a large-scale deletion bin map of the hexaploid wheat genome. Accompanying reports in this issue detail results from chromosome bin-mapping of expressed sequence tags representing genes onto the seven homoeologous chromosome groups and a global analysis of the entire mapped wheat EST data set. Among the resources developed were the first extensive public wheat EST collection. Described are protocols for sequencing, sequence processing, EST nomenclature, and the assembly of (...) ESTs into contigs. These contigs plus singletons were used for selection of distinct sequence motif unigenes. Selected ESTs were rearrayed, validated by 5′ and 3′ sequencing, and amplified for probing a series of wheat aneuploid and deletion stocks. Images and data for all Southern hybridizations were deposited in databases and were used by the coordinators for each of the seven homoeologous chromosome groups to validate the mapping results. Results from this project have established the foundation for future developments in wheat genomics. (shrink)

When can one say that a new theory is truer than the old one it contradicts, even though neither is absolutely true? We are primarily concerned with the case in which the conflicting theories offer answers to the same questions, and so we do not introduce considerations of "logical width". We propose that part of the new theory is truer than part of the old one when the former part gets right whatever the latter-part got right while the former does (...) not make any new mistakes. Pragmatic considerations will determine the relative importance of whatever new mistakes the new theory does make as a whole. To avoid artificial counterexamples, we restrict the parts compared to those that are "convex". A "convex" theory is one that holds in all cases intermediate between any two cases in which it holds. When leading spectroscopists in Europe and America were engaged, during 1897, in exploring the recently-discovered Zeeman Effect, they were overtaken by a relatively obscure phsicist working in Dublin. Thomas Preston had previously been known only for his excellent textbooks. His achievement in discovering the Anomalous Zeeman Effect was immediately recognized, but his untimely death has deprived posterity until now of a full account of his life and qualities.

Although there are exceptions, the principle of primum nil nocere remains the cornerstone of the practice of medicine. In the well known handbook, Goodman and Gilman’s The Pharmacological Basis of Therapeutics1 a case is presented which raises doubts about the permissibility of off-label administration of certain drugs to healthy troops as a preventive measure. The following citation from this handbook gives a clear description of the problem:"Prophylaxis in cholinesterase inhibitor poisoning. Studies in experimental animals have shown that pretreatment with pyridostigmine (...) reduces the incapacitation and mortality associated with “nerve agent” poisoning, particularly for agents, such as soman, that … ". Freedom and moral responsibility have one foot in the practical realm of human affairs and the other in the esoteric realm of fundamental metaphysics—or so we believe. This has been denied, especially in the metaphysics-bashing era occupying the first two-thirds or so of the twentieth century, traces of which linger in the present day. But the reasons for this denial seem to us quite implausible. Certainly, the argument for the general bankruptcy of metaphysics has been soundly discredited. Arguments from Strawson (...) and others that our moral practices are too deeply embedded in human life to rest on anything as tenuous as a metaphysical doctrine far from the thoughts of ordinary people would seem to prove too much: we can easily imagine fantastic scenarios far from the thoughts of ordinary people—involving, say, alien manipulation or massive deception—that, if true, would clearly undermine claims to freedom and responsibility. For still other philosophers, the separation of the moral life from (some) metaphysical issues is prescriptive, not descriptive: it is a recommendation that we revise ordinary moral thought by severing its allegedly problematic links to metaphysics. (Some philosophers appear to hover undecided between such a prescriptive project and a Strawsonian descriptive claim.) We suspect that the prospects of retaining the binding force of ordinary moral thought, were such a reconceived moral practice widely embraced, are bleak. A transition to something closer to moral nihilism seems at least as likely. In any case, our interest here is in descriptive metaphysics, not revisionary. -/- To say as we do that freedom and moral responsibility have a partly metaphysical character is not to suggest that they can be had only if some highly specific version of a particular metaphysical framework is correct. Instead, we suggest in what follows, it is a broadly neo-Humean metaphysics that is not hospitable to freedom (for reasons distinctive to the metaphysics), while a broadly neo-Aristotelian metaphysics is. But we also think (and it is the main aim of our paper to show) that different versions of the neo- Aristotelian metaphysics lead to rather different metaphysical accounts of free and responsible action. Specifically, we will argue that (1) the most satisfactory account of human freedom within the broadly neo-Aristotelian metaphysics is agent-causal, but that (2) two different versions of the general metaphysics will lead to important differences in the agent-causal account of freedom. Adjust the details of your general metaphysics, and the details of your account of freedom are transformed in significant ways. Action theory cannot properly be pursued in isolation from general metaphysics. (shrink)

Richard Price argued for democratic institutions on the ground that each individual has a moral responsibility for the good government of his community. This assumption that political responsibilities are moral responsibilities was in turn derived from the belief that each individual has a continuous duty to create in his own personality and in his relations with his fellow men the conditions of the virtuous life. Popular political responsibility was thus defended by the extension of a rigorous moral athleticism into the (...) sphere of social arrangements. The dominating feature of this demand for comprehensive reform and reconstruction is the attempt to construe the moral life as a process in which the individual struggles to recreate himself in the light of his most mature conceptions. These conceptions, Price maintained, are determined rationally, and that they are so is presented in two different ways. Either as in the case of the principles of moral judgment they are held to be the objects of a rational intuition; or as in the defence of democratic institutions they are derived from an abstract construction of the demands of moral personality. In 1998 a lawyer working for the Dutch consumer organisation, Consumentenbond, suggested that hospitals, like hotels, should be classified according to the quality of service they provide.1 For the establishment of such a register it would of course be necessary to determine various parameters, including the incidence of complications occurring in each hospital. It did not take long before this proposal was rejected by van Herk2 on the grounds that it would promote defensive medicine, which would not improve the ….

A case is described of a man who discovered years after donating sperm for artificial insemination, that he had a serious genetic disease, autosomal dominant cerebellar ataxia . This manifests itself only years after puberty and occurs in 50% of the progeny. The sperm had been used for the conception of 18 children in 13 women. The parents were only told three years after the insemination. This long time interval was unavoidable since many of the parents had to be found (...) and the hospital director wished first to discuss the matter with his legal advisors and other experts.In future, in agreement with the new law only 10 inseminations will take place with sperm from one donor. This will reduce still further the availability of donor sperm. (shrink)
